About Refbook
Refbook is an Australian sports officials management platform, run by Refbook Pty Ltd and, in its own words, developed by officials who understand the modern game. It does one job: the admin behind referees, umpires, scorers, and every other technical official. Who is available this weekend, who is qualified for which grade, who is on which game, who has accepted, and what each of them is owed. Its co-founders are Jon Chapman, who leads the commercial side, and Troy Earle, who leads technology. Refbook says its customers span 12 sports, from local fields to international stadiums.
Appointments are the core. Refbook’s assigning tools hold the whole officiating group in one database, with qualifications, game history, and availability that officials update themselves. Assignors build the competition — teams, venues, courts, divisions, rounds — or load the fixture by bulk upload or API, then pick officials from dropdowns that only show who is eligible and free. Panel groups control who can be appointed to which games. Conflicts, such as an umpire whose son plays in the under-14s, are remembered for the season. Appointments can sit in draft until they are ready, then go out for officials to confirm or decline. For local and grassroots competitions, auto assignment fills a round from preset rules, officials can find their own replacement or swap games, and unfilled or unconfirmed games are flagged before game time.
The money and the paperwork come next. Refbook’s finance module calculates match payments from a pay schedule set by competition standard, qualification, and position, adds bonuses and loadings, takes expense and travel claims, and exports bank files for electronic payment. A built-in form builder handles match reports, incident and tribunal reports, venue inspections, MVP voting, and assessor feedback. For tournaments and carnivals, it can invite officials from outside the host organisation, allow back-to-back appointments across courts, and manage flights and accommodation. Officials work from the Refbook app on iPhone and Android: appointments, crew details, venue, availability, claims, and forms.
Basketball was first. Basketball Victoria named Refbook its Technical Officials Digital Partner in February 2021, describing it as the officials’ platform alongside its PlayHQ partnership. Basketball WA and Basketball SA followed that year, and Basketball Australia signed in December 2021 for the WNBL, the national wheelchair leagues, and the Australian Junior Championships. Water Polo Australia signed in 2022, with Refbook to be rolled out to every state body. Football Australia signed in 2023 for the A-Leagues, the Australia Cup, and national championships, and Football Victoria followed in January 2025. Refbook has also announced partnerships with Touch Football Australia and Basketball New Zealand, and was used to appoint umpires at the FairBreak Global Invitational, an ICC-sanctioned women’s T20 tournament in Dubai, in 2022.
The partnership
Refbook runs the officials. TidyHQ runs the club. Refbook knows which referees and umpires are available, qualified, appointed, and owed money, and it gets them to the right court on Saturday morning. Everything else the club or association does sits outside that: the members and their renewals, the committee meeting and the AGM, the volunteer roster, the sponsors, the presentation night, and the club’s own bank account. TidyHQ is built for that work. Neither system tries to do the other’s job. Officials’ availability, appointments, and match payments stay in Refbook; members, money, and committee admin stay in TidyHQ. And because a TidyHQ account belongs to the club, not to the state body or the competition, the club’s member records, finances, and communications stay with the club.

Where Refbook ends and TidyHQ starts
A basketball association: referees in Refbook, the committee in TidyHQ
In Western Australia, Basketball WA asks every affiliated association to use Refbook for day-to-day referee management and pays the licence on their behalf. The association’s referee coordinator loads the weekend’s games, appoints referees and scorers, and sees who has confirmed. The association’s committee runs the rest in TidyHQ: monthly meetings and the AGM, renewals for social and life members, and the email to families when the stadium closes for a week. The referee coordinator does not keep a member list. The secretary does not keep a referee roster.
Growing the referee pool before the season starts
Every association needs more referees, and most new ones are teenagers who already play. TidyHQ is where the club reaches them: an email to financial members and parents about the junior referee course, and an event page that takes the bookings. Once they pass, the new referees go into a Refbook panel group for junior games, set their availability in the app, and start getting appointments. Refbook’s self-service replacements mean a nervous 15-year-old can swap a game without ringing the coordinator at 7am.
No more cash in an envelope after the game
From 2025, Football Victoria stopped referees it appoints being paid in cash or cheque at the ground. Those payments are now handled by invoice through FV, as part of its Refbook partnership. For a club treasurer, that is one less cash tin on match day, and one more cost to plan for. TidyHQ is where the club’s income is categorised — registrations, canteen, sponsors — and with Xero connected, the treasurer can put the season’s referee costs next to the money coming in and take a real number to the committee.
A weekend carnival with officials from three associations
A junior carnival needs more officials than any one association has. Refbook’s tournament features let the host invite officials from outside its own group, auto-assign a full draw across several courts, and allow back-to-back games where the schedule needs it. The host club runs the other side of the weekend in TidyHQ: canteen and gate rosters for volunteers, tickets for the Saturday night function, and the thank-you email to sponsors on Monday.
An incident report on Saturday, a committee decision on Tuesday
When something goes wrong on court, the referee files the report straight away in a Refbook report form served to the officials on that game, so it is written while the detail is fresh. What happens next belongs to the association: the judiciary or committee meets, decides, and records the outcome. In TidyHQ that is a meeting with minutes and the supporting documents kept where next year’s committee can find them, not in someone’s inbox.

There is no native integration between Refbook and TidyHQ today. Each system does its own job, so very little data needs to move between them. Refbook offers API access to organisations that ask for its API documentation, and TidyHQ has a public REST API with webhooks, so a club or developer can build a connection if one is needed.

What the state body can see in Refbook depends on how that Refbook account is set up between you and them. If a peak body uses TidyConnect to collect affiliation or compliance information, it sees only what your club explicitly accepts into that project.
